Membership in a Regional Library Cooperative is defined in N.J.A.C. 15:22-1.5.

INFOLINK is one of four regional cooperatives of the New Jersey Library Network. The 315 voting members include 928 public and private school, public, academic, institutional, corporate, health sciences and special libraries and library-related agencies located in Essex, Hudson, Union and Middlesex counties.
This is a membership-driven organization with voluntary participation by members of the Executive Board and staff from member libraries who join specific committees and task forces. INFOLINK benefits from input from staff from all types of libraries.

- INFOLINK envisions a future in which all people benefit from the free flow of ideas, information, and resources provided by their libraries.

- INFOLINK enhances the ability of member libraries to serve their clientele.

- INFOLINK will collaborate with the New Jersey State Library, statewide services providers, the Central Jersey, Highlands, and South Jersey Regional Library Cooperatives and other agencies to develop and maintain the highest quality library services.
- INFOLINK will work to enhance the services of its member libraries.
