UPDATES - Delivery Holidays for 2007
LISTS, LABELS and LOGS
Delivery is scheduled on a two or four day per week. Two day per week service
occurs on Tuesday and Thursday. Four day per week service occurs on Monday,
Tuesday, Thursday and Friday. An option to purchase a fifth day is available
(see Policy section below).
Every library in the state has been assigned with an ID number, which is to
be used along with the library address on the delivery label. Utilizing the
number system will ensure that the sort, distribution and delivery will be smooth
and efficient. When shipping items, please make sure to write the four-digit
ID number legibly near the Regional designation letter (S, C, H, or I) on the
shipping label.
All Delivery Lists contain Library name, address and ID #. All lists last updated
10/3/05.

Delivery Service Policy
September 2004
The primary function of the delivery service is to facilitate interlibrary
loan activity in the state.
A. Member Eligibility for Delivery Service
[Adopted May 7, 1997; revised November 20, 2002; revised July 27 and August
17, 2004]
1. Libraries whose use of the delivery service and/or statewide interlibrary
loan system indicates they are sending an average of three or more packages
a week will receive delivery four days a week.
2. Libraries whose use of the delivery service and/or statewide interlibrary
loan system indicates they are sending an average of two packages a week will
receive delivery two days a week.
3. Libraries not meeting the criteria in 1 or 2 are not eligible to receive
delivery service. These libraries may pay to receive the service as described
in section B.
4. Libraries whose previous year’s delivery statistics total 2,000 or
greater “packages shipped” will receive delivery five days a week.
5. Statewide inter-library loan contract libraries within the INFOLINK Regional
Library Cooperative (George F. Smith Library, University of Medicine and Dentistry,
Newark; Rutgers University – New Brunswick; Rutgers University –
Newark; and Newark PL) are eligible to receive 5-day delivery regardless of
their statistics.
6. Before sending anything to a library, member library staff must check the
alphabetical delivery list with four-digit ID codes to be certain the library
is on the delivery schedule. This list is on the INFOLINK web site at www.infolink.org.
Click on Services; then click on Delivery. Remember that a number of libraries
can be reached only by using U.S. mail. If you send an item via delivery to
a library not on the system, the package is undeliverable and is forwarded to
the appropriate regional office.
7. All libraries that use the delivery service must record and submit statistics,
and abide by the regional guidelines and shipping procedures posted. The statistics
provided to the INFOLINK Office document a library’s on-going eligibility
for service and are reviewed annually.
B. Member Option to Pay for Additional Service:

1. Add a Day to Existing Delivery Service Purchase Option.
Libraries that wish to purchase one additional day of service to their existing
delivery schedule may use that purchase option on a semiannual basis. Deadlines
to apply for the service are as follows:
By April 30th for service beginning after July 1st
By October 31st for service beginning after January 2nd
To purchase one additional day/one stop, send your request via email to Carol
Fishwick, carol@infolink.org. Include the name, address of your library, how
many days you are currently receiving and to whose attention the bill must be
sent.
• Cost. The cost/stop for one additional day of delivery is $7.50.
Example: 52 weeks x $7.50 = $390.00
• Libraries will be billed annually for service. School bills will be
adjusted for summer closing.
2. Two Day/Week Delivery Service Purchase Option.
Libraries that cannot meet the minimum eligibility requirements have the option
of purchasing two days of delivery service. The cost is $15.00/week; i.e., 52
weeks x $15.00 = $782.00. See A. above for deadlines to apply.
NOTE: No cost adjustments to invoices will be made for holidays, days the library
is closed, or other scheduling circumstances, such as missed stops. This offer
is strictly optional and is structured in a way to respond to member requests.
3. Policy to Request Delivery Service

An INFOLINK member library that currently receives NO delivery service is eligible
for at least twice/week delivery when it formally joins the statewide interlibrary
loan system AND when ILL participation as a lender commences. It is vital to
communicate with the office in a timely fashion if a library commences participation
on the statewide interlibrary loan system. The office needs time to coordinate
with the delivery vendor.
Procedures
What can YOU do to help?
1. Train staff to provide full, correct and clearly written addresses on delivery
shipping labels.
2. Train staff to use the delivery ID numbers on every package shipped. (We
see many examples of packages w/out numbers)
3. Train staff that they can only have delivery to/from other libraries that
are on the delivery list (Not all libraries are on delivery list. If a library
does not have a delivery #, items need to be sent via USMail)
4. Train staff to note the actual ship date on the label rather than the date
the package was processed.
5. Put your library's ID number in the area, shelf or box where material is
picked up and delivered.
6. Package materials in plastic bags available from the INFOLINK Office.
7. Package materials in sturdy boxes.
8. Train staff that boxes may weigh up to but not greater than 50 lbs.
9. Do your best to ensure materials arrive in good condition (e.g. don't tape
labels directly to materials)
10 . Communicate any delivery issue or problem promptly to the INFOLINK Office
either via email or by phone.

Updated Master Lists 1/18/2007
The Delivery Master Lists have been updated and are available in the Lists,
Labels, and Logs section below. Please discard your old lists and start using
these new ones today! Make sure that you're sending materials to the correct
numbers, addresses, etc…and please check your information and let us know
if anything needs updating.

Rubber Bands vs. Tape
It has come to INFOLINK's attention that there is some confusion over "securing
the items" that are placed in plastic bags and shipped via the delivery service.
The questions relate to confusion regarding the use of "tape" or "rubber bands"
on plastic bags.
The answer:
Secure plastic bags using Ziploc closures or with sturdy rubber bands as much
as possible. Tape is feasible in certain circumstances as is using a box. Among
ILL staff, the key seems to be weight and size of the items under consideration.
Remind your ILL staff of the common goals:
(1) items addressed correctly and packaged with common sense should arrive undamaged
at the right location, and
(2) ILL packaging is user-friendly when it is efficient to close AND to open.
Service with Velocity Express
In response to a set of customer service issues expressed by the Regional Library
Cooperative Directors, Velocity Express has responded in good faith and has
restructured its library contract responsibilities under one division.
